Revolving Loan Fund/CDPI

CARAT is providing capacity building training to revolving loan fund operators. Customized training seminars include program design and implementation, portfolio management, and credit analysis, micro credit lending, and regulatory compliance.

Because of our financial partners, CEDLI, and CA Statewide CDC and our community partner California Association for Local Economic Development (CALED), CARAT was able to reach a critical mass of operators and offer subsidized training at an affordable rate. In fiscal year 1997, CARAT worked closely with CALED to identify the needs of the revolving loan fund operators. During fiscal year 1998, funding was secured to design customized curricula, hire professional trainers, develop a data base of revolving loan fund operators, market, secure facilities and execute four training sessions in two geographical areas. In fiscal year 1999, with sponsorship from Bank of America Community Development Banking, CEDLI, CA Statewide CDC, CALED, State Assistance Fund for Enterprise, Business and Industrial Development Corporation (SAFE-BIDCO), and USDA/ Rural Development, CARAT facilitated a two day Best Practices and Portfolio Management training that was well attended. There were 62 attendees on day one and 35 participants on day two for the in-depth training. CARAT will continue to provide ongoing training for community-based lenders.
